SmartWood’s response so far is that they would have looked into the fact that the logs weren’t marked properly at the end of the year when they do their next audit. In fact they issued a certificate for an operation that wasn’t marking logs correctly. (SmartWood knew the logs weren’t being marked properly, because they issued a condition saying that the logs should be marked properly.) Not marking logs correctly is against the Lao forest law. It’s against FSC standards. Therefore SmartWood should not have issued the certificate.
